ZeroBeat said it way better than I ever could. Absolutely must have for any PE fan. Their whole discography is phenomenal. Also cop the LP it is usually priced pretty fairly on here.

My intro to Shallow Waters was the 2008 No Fun Fest. Totally brutal, lo-fi wall of sound type PE. Very political. I've got their 4th cassette as well as their LP on Hospital, but this tape is definitely my favorite release from the project. Side A, The Man Behind the Man, assaults you instantly with a harsh wall of noise, ultra distorted and heavy on the low end. Static, almost soothing white noise covers the track like rancid medical gauze. The vocals rant in the background, buried. As the song progresses the feedback decreases in volume as the intensity of the vocals increases. Excellent. Side B, What We Want, What We Believe, is my favorite of the two tracks. Consisting of a low end, throbbing bass synth and mutant higher pitched synth, there's almost an old-school industrial feel. While clanging metal feedback cuts in on the left channel, the vocals come in on the right, again very low and buried in the mix. Squealing feedback amps up the intensity and the track is over before I'm ready for it to end. I feel like Shallow Waters should call them selves Muddy Waters because the mix is so thick and oppressive. For underground US PE, definitely check out these guys.
